But since rules mean only what they are interpreted to mean, and players play knowing the prevailing interpretation: no, because officials allow that extra step.

Rules mean what a judge says they mean: Congress shall pass no law restricting free speech means that Congress can pass laws against libel, threatening the President or obscene speech, because thats what a court reads the 1st Amendment to mean. Report It
